Short answer

To buy gold in Liberia legally, you buy from a licensed dealer, the only licence that allows gold to be traded in and out of the country, or your company obtains a dealer licence itself. Every export is recorded and valued at the Office of Precious Minerals (OPM) of the Ministry of Mines and Energy, the 3% royalty is paid to the Liberia Revenue Authority, and the gold leaves through Roberts International Airport. Since December 2025 export documents carry QR codes. Minerals Finance Team verifies the dealer and the documents, pays the royalty and freight directly, and you pay only after delivery and your final assay.

Who regulates gold in Liberia

Mining is governed by the Minerals and Mining Law 2000 and administered by the Ministry of Mines and Energy (MME). Its Office of Precious Minerals (OPM) is the official channel for all precious mineral exports and values them for royalty. Fees and royalties are paid to the Liberia Revenue Authority (LRA). A revision of the 2000 law has been under discussion since 2024.

Gold licences in Liberia

  • Small scale (Class C) mining and broker licences are reserved for Liberians. Brokers may trade only inside Liberia.
  • Dealer licences allow trading in and out of Liberia. They require Class B eligibility and a US$50,000 bank bond, and the dealer and export licence fee is US$5,000 under the December 2024 fee regulation.
  • There is no separate exporter licence: the dealer licence is the export route.

A foreign buyer therefore buys from a licensed dealer or holds a dealer licence through a company. The first thing we check is that the licence is current and belongs to the party selling to you.

How gold is exported from Liberia

  1. The dealer declares the purchase or export and obtains ministerial approval.
  2. The consignment is recorded at the OPM valuation desk. Since December 2025 the digital cadastre system calculates the royalty and issues receipts, invoices and an export letter, each with a QR code.
  3. The royalty and fees are paid at the Liberia Revenue Authority.
  4. The gold is exported through Roberts International Airport.

Royalties on gold in Liberia

Liberia charges a 3% royalty on gold under the regulation of 30 December 2024, within the 3% to 10% range the 2000 law allows. In February 2026 a Gold Reserve and Currency Stabilization bill proposed giving the central bank first refusal on gold and adding a surcharge on unrefined exports; it is a bill, not law, and we confirm the current position on every deal.

Where Liberia's gold comes from

Industrial production comes from the New Liberty mine run by Bea Mountain Mining at Kinjor in Grand Cape Mount County, the Kokoya mine in Bong County, and the Dugbe project in the southeast. Artisanal production is widespread, and researchers estimate that 4 to 10 tonnes a year goes undeclared, much of it smuggled. That makes documented, OPM recorded supply the only kind worth financing.

Diamonds in Liberia

Liberia has been a Kimberley Process participant since 2007, after UN sanctions ended. The Government Diamond Office handles certification and only licensed dealers based in Monrovia may export rough diamonds.

Gold scams in Liberia and how to avoid them

  • Rolling fee demands. In 2026 a Canadian buyer reported losing over US$100,000 to repeated "shipping tax", freight and "export licence" fees and a fake "minister". Each new fee is the scam, not the deal.
  • Forged approvals. A US prosecution concluded in 2017 involved forged Liberian approvals and airport storage fees, with victims losing US$9.5 million.
  • Documents without QR codes. OPM export documents now carry QR codes. Verify them before anything moves.

How we finance a gold purchase in Liberia

  1. You apply online at no cost and receive a reference number.
  2. We complete KYC on you and verify the seller's dealer licence and bank bond.
  3. We inspect the goods and attend the OPM valuation.
  4. We issue written terms, then pay the royalty at the LRA, insurance and freight directly.
  5. The gold leaves Roberts International Airport; you run your final assay and settle. Our single success fee is due only then.

If a Liberian seller cannot show a valid dealer licence and OPM records, the deal stops before it costs you anything.
